GF - Recover or Remove

An accident has left a high-ranking diplomat stranded, and two factions have sent in troops to recover him, but if the diplomat can't be recovered, perhaps there are other ways to prevent the enemy from capturing him.  Will you try to recover him, or remove him altogether?  The choice is yours.
